Voter Registration Consent and Integrity Act of 2027

A person must actively choose to register to vote. No more silent or automatic registration.

Summary:

Oregon’s Automatic Voter Registration (AVR) system registers people at the DMV

without ever asking if they want to be registered. Most are defaulted to “unaffiliated.”

The Problem in Oregon:

As of January 2026, Oregon has 1,512,669 unaffiliated voters — nearly half of all

registered voters. A large percentage of these were automatically registered at the DMV

and never actively chose to register. These low-propensity voters rarely vote, yet

counties must still print and mail full ballot packets to every registered voter under

Oregon’s vote-by-mail system.

This creates significant and unnecessary costs for county election offices, which bear

the direct burden of printing, postage, and processing ballots for hundreds of thousands

of low-engagement voters. Similar challenges exist in California, Colorado, Washington,

and numerous other states that have implemented Automatic Voter Registration.


My Solution

The Voter Registration Consent and Integrity Act of 2027 will:


Repeal the federal mandates in the 1993 National Voter Registration Act that created

and expanded Automatic Voter Registration.

Require affirmative consent — a person must actively choose to register to vote. No

more silent or automatic registration.

Require documentary proof of U.S. citizenship for anyone registering to vote in federal

elections.

Restore authority to county election officials for voter list maintenance (amending the

Help America Vote Act).


Core Principle:

If a person wants to vote, they can register. Government should not automatically

register people who have not asked to participate. This reduces costs on counties and

strengthens election integrity.

Voter Registration Consent and Integrity Act of 2027

IN THE SENATE OF THE UNITED STATES

January __, 2027

Ms. Perkins (for herself) introduced the following bill; which was read twice and referred

to the Committee on Rules and Administration.

A BILL

To eliminate automatic voter registration, require affirmative consent to register to vote,

mandate proof of U.S. citizenship, and restore authority to county election officials.

Be it enacted by the Senate and House of Representatives of the United States of

America in Congress assembled,


SECTION 1. SHORT TITLE.

This Act may be cited as the “Voter Registration Consent and Integrity Act of 2027”.


SECTION 2. FINDINGS.

Congress finds that automatic voter registration registers millions of Americans without

their affirmative consent, inflates voter rolls with low-propensity voters, increases costs

to counties (especially in vote-by-mail states like Oregon), and undermines public

confidence in elections.


SECTION 3. REPEAL OF AUTOMATIC VOTER REGISTRATION.

Sections 5 and 7 of the National Voter Registration Act of 1993 (52 U.S.C. 20504 and

20506) are repealed.


SECTION 4. AFFIRMATIVE CONSENT REQUIRED.

No State or political subdivision may register any individual to vote in a federal election

unless that individual has submitted a signed, affirmative application to register to vote.


SECTION 5. PROOF OF CITIZENSHIP REQUIRED.

No voter registration application for a federal election may be accepted or processed

unless the applicant provides documentary proof of United States citizenship (such as a

valid passport, certified birth certificate, or naturalization papers).


SECTION 6. RESTORATION OF COUNTY AUTHORITY.

Section 303 of the Help America Vote Act of 2002 (52 U.S.C. 21083) is amended to

restore primary responsibility for voter list maintenance, accuracy, and removals to

county election officials. States may maintain a centralized system for coordination

purposes only.


SECTION 7. EFFECTIVE DATE.

This Act shall take effect 180 days after the date of enactment and shall apply to all

federal elections occurring thereafter.
